Although we at FPL Group have taken numerous voluntary steps to reduce our greenhouse gas emissions, we firmly believe that voluntary programs are not sufficient to realize meaningful and necessary reductions from all sectors. We must have a mandatory, economy-wide, market-driven approach to climate protection. A market-based policy that puts a predictable price on carbon emissions throughout the economy has the best prospect of achieving environmental accountability while maintaining economic stability. Internalizing the cost of carbon into the overall cost of all goods and services throughout the economy creates the proper incentives to reduce emissions without introducing economic distortions.
