Avista strongly supports swift enactment of federal greenhouse gas (GHG) cap and trade and renewable electricity standard legislation and commends the House of Representatives on passage of the American Clean Energy Security Act, H.R. 2454. Avista thanks the bill's authors for the inclusion of many provisions to reduce adverse impacts to consumers from the cost of compliance with GHG reduction and renewable requirements.
